Janakan S. Muthukumar is a Canadian legal scholar and public policy professional whose work focuses on international law, national security, democratic resilience, foreign interference, cyber operations, and the governance of emerging technologies. He is a Ph.D. Candidate in Law and Legal Studies at Carleton University and a Visiting Scholar at Global Affairs Canada. His doctoral research examines the influence of international law on Canadian nuclear weapons policy and national-security decision-making. 

Muthukumar has contributed to institutional governance at Carleton University, including two terms on its Board of Governors and service on the Senate Quality Assurance and Planning Committee. He prepared a policy submission for Canada’s Foreign Interference Commission examining cyber-attacks as a form of election interference and has written publicly on strengthening Canada’s response to foreign interference. As a member of the Churchill Society’s Board of Directors, he contributes expertise in law, foreign policy, public institutions, and democratic governance to the Society’s work promoting informed discussion about Canada’s parliamentary democracy.
