Ask
The Professor
Constitutional expert Professor Peter
H. Russell will be happy to answer questions concerning Canada's
Parliamentary democracy, how minority governments are formed, the role
of the governor general in the 38th Parliament, etc.
Thus we arrive, by our ancient constitutional methods, at
practical working arrangements which show that Parliamentary democracy
can adapt itself to all situations and can go out in all weathers.
